Qazakh (Qazax) is a rayon of Azerbaijan. It has two exclaves, Yukhari Askipara and Barkhudali inside Armenia and have been occupied by the country since 1989. The entire rayon itself was once under the administration of the Democratic Republic of Armenia and subsequently under control of Armenia within the Transcaucasian SFSR. This changed in 1931 when it was transferred to Azerbaijan, presumably for reasons regarding its population. Armenia's loss, however, was compensated with the assignment of Lori from Georgia to Armenia. [1]
